In Pokemon Red and Blue and Yellow the developers of the games(at least one) put in a small gag in programming which caused the pokemon Mew number 151 to appear after doing a very specific line of steps. This is how (For RED AND BLUE ONLY)
               Items/Pokemon you need
                     - Abra(or any pokemon able to transport you to a pokemon center)
                     - NOT REQUIRED a pokemon able to put pokemon to sleep like JigglyPuff

STEP 1: The easiest way to have all the requirements/ reccomendations is to catch a jigglypuff on route 3 and an abra on route 24 or 25. First you want to have all the trainers on routes 24 and 25 battled EXCEPT for the youngster with a lvl 17 slowpoke on 25, and a lonely boy on route 24 NEXT to the Nugget Bridge.
STEP 2: walk in front of the lonely boy near the bridge BUT SAVE before doing this or else your done and you failed. As soon as you step in front of him, press start to your menu, you will be in his sight with your menu up. The select your transportation pokemon, particulrly abra, and teleport back to the Creulean poke center. When you leave the menu the trainer will have a bubble over his head meaning he saw you, and you will still teleport away.
STEP 3: When you get back at the Cerulean poke center, you'll notice your start function is disabled for the time being. this is where the slowpoke trainer comes in. Go over to the slowpoke trainer BUT BEFORE YOU LET HIM SEE YOU, MAKE SURE HE HAS TO WALK TO YOU NSTEAD OF STANDING RIGHT IN FRONT OF HIM, some people forget that part. After you defeat his pokemon, your start function is back. Now head back to Cerulean by teleporting back again. Afterwards, head back up through nugget bridge. After going up a little, your start menu will open on its own. Kind of freaky right. Well im happy to say that after you press B to close the menu, you will randomly enter battle, and Mew will fight you. Be aware its only level 8 so go easy on it. Its catch rate is kind of high and CONGRATULATIONS, you've caught Mew.

Also, if anyone knows what differs between getting mew between red and blue between yellow, please tell me, i know its slightly different.
