I'm having the same issue on Firefox and on Chrome. I've tried disabling the plugin-container.exe on firefox  to get past the failed to download rom file error, and then I started getting this error. On IE I'm still getting the failed to download rom file error.

mr.yoyo : Try Re-installing the RGR plugin by click start, control panel, then add or remove programs, then uninstall the plugin and then install it again.
