God, Megaman 8 for the Saturn/PS1 The opening scenes were horrendous. They gave megaman a super high girly voice. And Dr. Light sounds like a zombie speaking; he had no facial expressions whatsoever.

One game that I think of right off the top of my head is Fighting Street for the Turbo CD. Although the voice acting is minimal in this game, it's so bad, it's laughable.

Shenmue had some seriously bad voice acting, but at the same time I wouldnt have it any other way.  Kane and Lynch got pretty annoying, the voice's they used were fine but sometimes what they said just didnt match up to what was going on in the game.

Even though it was only the Demo, I thought that the translated Voices for Trouble Witch Neo was pretty bad, when compared to the Japanese voices. They sounded like the voice actors were just like "whatever" and said it with a bit of a mono tone, Nya~.
