It can't be used as a method to find shiny Pokemon. Basically, the game is programmed to make shiny Pokemon extremely rare. I don't know the exact odds they set it, but it is ridiculously low. It is pretty much like having a 100 side dice and rolling it over and over trying to get one specific number. Using save states will not alter the algorithm the game has programmed within it. All save states do is save your position at your exact moment in time instead of having to do an in game save.
