I really don't know if this helps. I use Mozilla's browser Firefox. When I tried to download the RGR plug-in the download stopped at 6.3MB from a 14MB file. A message appeared that the file was corrupt , something to do with Framework. I simply closed  and reopened the browser and downloaded the file again. I saw the full 14MB file was downloaded, I installed , then the RGR worked fine after that.
