First start a snes Rom from this site then hit escape.
go to devices set device port1 to game pad then device2 game pad.
then set the display to 1024 x 768 ds f
the red arrow should be able to move now and u can edit your snes controls
enjoy

I much easier way of doing this is to simply hold the alt key and press enter. It automatically brings your snes emulator to full screen, enabling the red cursor. This way works to, but not all the time. I know quite a few users that said this method does not work for them. 

Local Mods : there really isn't anything that can be said in this thread that won't be spam. Pretty sure it will just be repeat posts of "Thanks. It works", "It doesn't work for me", or a repeat of my post.

The RGR staff inbox gets PMs constantly asking this, and we just end up giving them a link to the thread that has a few different ways.
