I've gotten my Charmander and Bulbasuar, I've fought Misty back in route 2, beaten the sister near the gym and yet nothing is happening. The gym is still empty. How do I get past this part?

I'm Having the same problem, but I got the bulbasuar and charmander after fighting the redhead outside of misty's gym. I'm wondering If maybe you have to go through everything in the right order so that you don't cause a glitch. So I'm going to restart and play again, this time in the right order. I'll let you know if this works though I don't have a clue how you would fix it without restarting. But I didn't get to do the spearow cut scene thing with picachu so I'm fine with restarting.
