I hate to ask this, but is there a way to cheat off the ROM?

Not currently no. Not unless it's an ingame cheat.

The current RGR plugin does not support AR, Gameshark, or other code breaking software.

mattydimm : I'm not sure about cheating with the PC emulator, but I'm playing Pokemon Ruby Destiny on the gameboid emulator on my android phone, and you can use cheats. At first I couldn't get them to work, and when I Googled for a solution, nothing came up. What you need to do is just find the correct codes. Some don't work, but just be sure to enter the correct mastercode for Pokemon Ruby, then the correct cheat codes that use that mastercode. When entering a cheat, it will show up as different codes and not just one. It will still work. Just paste the code, and press the enter key between where the code is spaced. Don't use too many codes at once because it will freeze. If this isn't a clear description, I will explain it once more.

Find the correct mastercode. There are different ones for different purposes (I.e altering wild Pokemon, items, etc).
You just need to search for Pokemon ruby codes. They will work for the Destiny hack.

When copying a code into the emulator, it will automatically break it into seperste codes instead of one long one. That's okay. It will still work. Upon entering however, I find it works if you press the enter key where the code is split up before entering. (I.e *12351 12342*) press the enter key to drop the second or however many other parts of the code, to a new line. Do this to the full code, where every space is, press enter (make sure you erase the space replace the space with pressing enter). Then press okay to enter the code. It will still make it appear as seperate codes, but it will now work.

Keep the full mastercode boxes check off, then enter your code you wish to use and do the same as you did for the master code. Keep the cheat code that's you wish to use boxes checked off as well. Only use one cheat at a time checked off. So that's the master code boxes and the ones cheat you wanna use boxes checked. The cheat should work. Unchecked the codes when you're done or wish to use another cheat.

Some cheats require you to veiw your trainer card or something else to activate, but that hasn't been a problem for me.

Sometimes it will not work right away so you need to save and close the rom and restart and load it. It will now work. Some sites I found working cheats, and some I had to look elsewhere. Inbox me if you'd like a list of working cheats.
