When you make a new save using save states, have you checked the Save File Manager to confirm that it is actually going through and saving?

Click on the Retro Game Room tab to go to the RGR main page. On the far left of the little bar that tells you who all is currently on that page (which is under the Donate button), you will see the Save File Manager tab. Click it. It has a complete list of all the save states you have made, all the saves you made within a game, and the last backup save made (which is made and replaced every time you play the game). Make a save state, go to that page, and see if it is in there.
