The article in the link is not much, but it contains links to other articles that should give you more info on this topic. Here, I will tell you what I have heard about this. Be warned. There are videos circulating about this and I couldn't bear to watch them.

On either October 16 or 17 October 13, in Foshan, China, closed circuit cameras watched as 2 year-old Yueyue was accidentally run over TWICE by a van. What really makes this so horrendous is the fact that twelve people walked right past the 2-year-old girl without trying to help. Yueyue was brain dead when she did finally get help at a hospital. She was officially declared dead on October 21.

This has sparked discussions about China's lack of Good Samaritan Laws. Can someone please fill me in on the details of this, please?

I heard it was 18 people but that's not really the point.

This is terrible to hear about. I tried to watch the video but turned it off right before the van hit the little girl. I have 2 daughters that are a year older and younger than that girl and it makes me sick just thinking about this.


Also, do you know what good Samaritan laws are? is that what you are asking about?

geeogree : No. I believe I have the basic concept what Good Samaritan Laws are. What I would like to know is why doesn't China have any of these? I heard that in China there were court cases where the "Good Samaritans" were charged with, and convicted, of the victim(s) injuries.

Well this is very weird... first the parents are no where to be seen. Then a guy in a van going 5 miles an hour has plenty of time to see the child walking around but runs the girl over, slightly stopping, then proceeding? WTF? Then another van twice as big more like a truck looks like it runs over her some more not to mention all the people walking by. I think its a combination of dumb drivers, dumb parents and dumb pedestrians.

Good Samaritan Laws would not have prevented this from happening. Even if someone would have done something, she would have died anyway or at least have a horrible life living in a vegetative state.

the reason the pedestrians didnt help is china sucks,seriously.
When things like this happened before and people helped,the courts blamed them and gave them prison sentances,or fined them,or made them pay the persons medical bills.given most chinese are dirt poor all those things they cant afford.
Not that im saying its right to ignore them,the underlying point is its the fault of the chinese government.
Its best that she died,she had severe brain damage and physicaly crippled,at least now shes at peace.
A holes that ran over her deserve a bullet.

That's sad, one of the many things why I will never move to China, there is this kind of care for their people, they just don't care. At all.

AuraBlaze : they don't have those kinds of laws because they are still trying to fix the enormous error of being communist for the last 70 years. Give it time and they will start fixing other things like this.


And I agree with Jigsaw for the most part. Where were the parents? WTF with 2 drivers hitting the same girl? And why did no one else help her? Seriously screwed up. If people have a moral compass at all it should get triggered when a 2 year old gets hurt. Most people defend children when they get hurt.

And the law probably wouldn't have saved her, but it might have prevented the second truck.... which might have saved her. We'll never know.


One final thing - don't judge an entire country based on a single incident like this. I have no doubt that similar things have happened everywhere and that doesn't mean people don't care. There might be a good reason why many of them didn't help. I wonder how many people actually saw the girl get hit or knew it was a real girl that had been hit. Maybe they are so used to seeing people lying in the street like they are dead that another one didn't catch their eye.

The parents said she wandered off,perhaps they werent paying enough attention,but kids are always trying to wander off,they could have looked away for less than 10 seconds.
And its easy for us to bring in morality but in a country where people can barely afford food they dont want to risk being prosecuted and having there familys starve.again,not defending them but look at all angles.
The first truck probably never saw her till they hit her.then they stoped to consider what to do before deciding to flee and inadvertantly running over her leg.
The 2nd van probably never noticed her either,the chinese are notoriously bad drivers,it dosent take much to get on the road there.
I wouldnt necessary condem chinese people,but the country,certainly,they've executed people under 18 so its ironic they pretend to care so much now.

Actually, from what I am seeing in this article fromThe Gaurdian, this issue comes from two things. 1) The the lack of Good Samaritan Laws, and 2) social inequality. Both have influenced the declining morality in China.

In one notorious case, a court ordered a Nanjing man to pay more than 45,000 yuan (£4,400) to an old lady whom he had taken to hospital. The judge argued it was common sense that he would not have gone to such trouble unless he had caused her fall.

Read the article and you will see that it is a fear of having to pay for a victim's medical bills that prompts some to avoid rendering aid. Anthropologist Yunxiang Yan says that judges require the Good Samaritans to prove their innocence and the extortionist does not need evidence or witnesses. He also speculated that the "social inequality might make the poor believe they needed the money more than than their wealthier helpers."

thenumberone- So I don't think this has so much to do with the poor afraid of becoming poorer but rather those who are better off than others.

geeogree- Apparently a lack a morality is not entirely the case. Those who are lacking morals are the ones who are extorting the Good Samaritans for money --with help from the government no less.

This sort of thing happens everywhere there are large numbers of people. It's a natural human response called the Bystander Effect, and it has nothing to do with law or morality.

I've seen the Bystander Effect in action before, and this is just a new low for it... so when I first heard of this, I did not judge China, I judged humanity. The fact that this could happen, at all, is proof that we fail as a species.

thenumberone : I'm scratching my head here. Let's imagine that I was a bystander who was just walking down a sidewalk and unexpectedly finds a man laying on the ground. No signs of blood or anything. He looks like he's been laying there for some time, but no one is around and it doesn't look like anyone has attempted to help him. I think for some reason I actually would call for emergency services, but it would still be delayed by a minute or two. I mean, it if no one has bothered to help him, does he really need help? No, I'm not trying to justify anyone's inaction. I'm just trying to put things into perspective, and this type of thinking appears to be noted in the Wikipedia page for bystander effect.

The thing that really gets me,the women he saves dosent help,dosent even call the police,she knows hes been stabbed,she didnt deserve help.

What are the chances of coming across a dead person on street? Slim to none, that is probably why no one cares they probably think they are bums sleeping. Or maybe they don't want to get involved in other peoples business. Maybe they think if they help they will be charged with a crime. Or maybe they are just pricks Maybe there should be a money reward for helping people like that. I'm sure a flock of people would come to help if they get something out of it.
