Well i went fishing on dewford the first time i went there and caught a jolteon I know weird it was there so i got a ditto and bred the two to get an eevee

Yea fishing in Dewford will give you vaporeon and jolteon, to get flareon you can fish a male and female vaporeon/jolteon put both in day care and run back and forth outside until old man steps up talk to him for egg then when you beat heat gym you can use strength in the fiery path to push rock and get fire stone, Espeon/Umbreon is just about getting eevee happiness 100% then leveling once in either day ( Espeon) or night (Umbreon), leafeon and glaceon aren't obtainable as there are no moss or ice rocks in emerald.

When fishing off of the dock on Dewford, it's possible to get Jolteon and Vaporeon with Old Rods.
If you have a good rod and above, you can get Flareon [that's insane, I know], Espeon, and Umbreon. Useful, huh?
