HPR : Mostly by luck. I'm pretty sure I got that warping band because that's what helped me make it in celebi's dungeon too. In jirachi's and celebi's dungeon your lv. is brought down to 1 (when you exit the place you get back to normal lv.) You get mewtwo in a place I think is called western cave or something like that, but you have to get through a good part of the game in order to get to go there.

HPR : Well it's hard gaining lv.s because the pokemon don't give you a lot and I used the warp band to get away from the pokemon rather than actually fight them xD If you're gonna take any one item, I say take TM frustration. It's gonna save you a lot of times, especially while you're battling Jirachi
