If you want to be technical starmie has always been the best. Unless you take in to account mewtwo who shouldn't even be a choice being an uber. But anyway starmie is the best because he is fast can hit decently hard, and he might just be the best use of boltbeamer in the game. Then add in rapid spin and you got a pokemon born to be in the OU. A place without that many gen 1 pokemon. I mean there is a reason why he is one of the few pokemon who has always been a part of the OU.

The best first Gen Pokémon had to be muk I mean cmon he had it all the high hp the great resistances the best attack and he had a sweet move set I loved my muk and he got me through the elite 4 on numerous occasions as well as being my basis for beating red in silver gold and crystal but most of all he look like he means some serious business would u mess with him? NOT A CHANCE

The best one outside of Mew and Mewtwo would be Charizard or Dragonite. They both had a wide variety of moves that could destroy you, and the champions always had them. Those were two I loved having on my team!
