This belongs in RGR, and the answer is because ISO CD games take up way too much bandwidth, the majority of users wouldn't even be able to run the game, and if we had a lot of users playing these games it would crash the site. Most CD games are over 10x the file size of most of the games on the site, and unless we had thousands of dollars worth of dedicated servers the games wouldn't be able to run and the site would crash.
