Silent Hill is not on EU PSN it got removed long ago for having problems with it

Although I believe there is a way to play downloaded games across multiple account since its on your hard drive. To buy it you'll have to make a USA/NA account. The problem is billing would have to go to a NA address. But here is a site where you can buy pre-paid different region PSN cards.
