Yes, by using the CSS layout editor, but you can't code layouts from scratch yet. That feature is for trusted members and up. As for now the page is not available. I'm not sure why.

You could make a layout using the CSS layout editor, it doesn't need coding skills.
The other way to make a layout is by coding it from scratch and copy pasting the codes to the layout code page, which only trusteds and above could access.

Users with layout shops include- the_casualty (on break), BNuge, Zamiel (has a lot of projects currently), myself (can't do too much right now because I can't access my own code to tamper with), and others.
