Okay, Pikachu has travelled around with Ash for ??? amount of years now. It was powerful enough to destroy a building in Episode 2 yet it can't beat a beginner trainer's Snivy?!?

I think it's really stupid. Pikachu took down a Regice and a Latios, but one attack from Snivy beats it. It lost to the same Servine in a later episode. Pikachu should be able to one-hit anything it attacks, but oh well. That's Nintendo logic . . .
