I would have to say Zaraki hands down. He doesn't even have a Bankai and he is a Captain. He just goes and takes down anyone in his path. I kind of want to see him achieve his Bankai just so he would be that much stronger.

I suppose Soi Fon could be the best captain.... after about a thousand more years of training. But seriously when you think about it, her best attribute is speed, which should count as something considering she's almost as fast as her former mentor Yoroichi.
