Direct3D is software that should be included in updates for directx on windows 95 and up. Either your computer is really old and not updated, or your graphics card doesn't support Direct3D and you would need to either try a different computer, or get someone to take apart your computer and install a new graphics card. You can try googling for Direct3D downloads, but that's probably quite risky and there could be tons of viruses pretending to be it. Go to your windows updater thingy and let it install updates, if there aren't any or it doesn't work after installing them, then I guess you have to try another computer.
