I haven't tried it, but I highly doubt it. I think the only major change in this game is that all of the first 386 Pokémon are available. It only goes up to Gen III since Deoxys is number 386 and he is the final Hoenn Pokémon (387 is Turtwig).

The game only has Kanto, Johto, and Hoenn. Electivire is Sinnoh. For all I know, it could be there, but if it is, then it would be contradicting the purpose of the hack.

No, you can't. It's generation 3 only, like BNuge said. You can only catch pokemon up to emerald, the first 386, which is why it's called Emerald 386. BNuge pretty much explained it all, so I'm going to close this.
