If so, I would just say to not make the starters Level 100. If they are, then Smeargle can only copy one attack, Eevee can't become Umbreon or Espeon, and Larvitar can't evolve at all.

And what Pokémon is Splanksh a copy of? The best guess I have is Spoink with Splash.
