Unfortunately you seem to need to have this game on your game boy advance (not computer) because you need to be able to save and use a the gba's wireless device for the mystery gift according to what I have found out. Also, don't you need a badge for surf? lol, how are you supposed to use it to get passed that area if you do not have the badge?
The only other way I know of is to download the game on your PC and use game shark codes like
(master code):
72BC6DFB E9CA5465
A47FB2DC 1AF3CA86
(walk through walls hack) this will allow you to get passed the area blocked off:
509197D3 542975F4
78DA95DF 44018CB4
