Welcome to Vizzed. Regarding your Pokémon art, there is a forum that should work. There is an official Vizzed Pokémon Fan Club that hosts all threads that are Pokémon related except threads that directly reference the games (those go in a particular game forum). You're art would probably fit well in that forum.

There are a few things you just need first.
1. You need to reach at least the Normal member rank so that you can post pictures. This is easy. Just be a member for at least 7 days or make at least 10 posts.
2. Sign up for the Vizzed Pokémon Fan Club here:

To sign up, you just need to answer a few questions about your opinions on Pokémon. The only thing you need to do before signing up is to get at least 50 posts. That just shows you're a fairly active member. If you check the different forums, there are plenty of places you can post in. Just think of it as 10 posts a day and you'll be done in less than a week.
