Stone Cold Steve Austin is just like Kratos both angry and tough so I would have to go with him. I don't think anyone would be able to capture his voice perfectly though but Stone Cold Steve Austin fits Kratos' personality perfectly. That's the bottom line because Stone Cold said so!

I don't know anyone that angry, but if we're judging by appearance, I'd agree with Goldberg because he looks similar. Or maybe Dominic Purcell with some make-up, he did Dracula in Blade Trinity. They could even get the voice actor himself, for looks and the voice. That would be TC Carson, but I don't know if he's able bodied to perform stunts and stuff. There's always special effects or stunt doubles or something.
