At first I was in total panic mode when I heard about this.
Now I am not so worried because this will most likely fail and money will be lost but I will provide a link and some of the blog.

Tokyo’s manga ban has been signed into law after passing a final vote, and is set to come into effect in 2011, with Tokyo governor Ishihara crowing that “Japan still has some common sense left after all!”

The ban already passed a committee vote, and as expected also passed a final vote on the 15th – the law stipulates that “voluntary restraints” must begun in April of 2011, with the full force of the ban to come in July. (Culture, Industry)

I'm not a fan of manga with sexual activity and child abuse themes, but their government have to consider those who like those kinds of mangas. Putting a warning saying, "For 18+ only. It contains explicit content and excessive gore." in the first pages or covers of those should be enough, just like before.

I'm iffy on this. Of course it's wrong to have child abuse period in manga, but as for the gore... I did have a Berserk phase about a year ago. For those of you who don't know, Berserk is an x rated manga series and an unrated anime series which includes some nudity and a pleathora of gore scenes throughout.
I enjoyed the series because of the adventure and story it had to offer. I really didn't care about the gore or the brief scenes of nudity (although those images did add a certain enviorment to the manga and anime in general).
The main point is, ban what is deemed illegal under most country laws and move on.

This isn't plain censorship, it's about fighting against pedophilia. The main problem is that Japan have a very strong tradition on young or young-like manga characters. It's OK on Shōjo/Shōnen, but not on Seinen. These manga are for mature people, with a lot of violence and sex (even violent sex), and usually their characters are (very) young people. This is what the "ban" is about, banning kids' characters from Seinen manga containing sexual plots

I'm OK with blood/gore and I'm OK with sex, but I'm definitively not OK with sex between characters that seem to be 10/12 years old nor between a 25-30 years old-like guy and a 10-12 years old-like girl. It's this kind of situation they are trying to stop
