For some of the consoles you might, for others no.
I'm pretty sure you can use codes on the snes by pressing esc then going to the cheat menu.
This is the only one I'm fairly certain that would have the cheat menu enabled, I know that the gba, while there is a button to start gameshark codes, does not actually open the cheat menu.
