Well, I think that Mudkip is the best, because he eventually becomes the Water/Ground type Swampert and has strong, good attacks.
By the way, this fits more in the Pokemon forum since this is about Pokemon.

Well, I'd have to say that Torchic is the best. He evolves into Blaziken, who is a Fire/Fighting type. Those happen to be some of the strongest types in the game.

It really depends on what you're wanting out of the game. If this is your first time playing and you want something easy, I'd get Gold, Silver, or Crystal and get a Cyndaquil. Fire starters are easy anyway, but with Cyndaquil, it never gains another type like flying or fighting to give it an extra weakness. Now if you're wanting a challenge I would stray away from Mudkip. That pokemon is really easy to train and really hard to take down. I'd go with a grass type if you're looking for a challenge because they're weak against a lot and they're harder to train.

It has to be Turtwig. Turtwig evolves into really powerful pokemon. It can learn attaks that not only damage the your opponent, but also heals your hp or status. At the end Torterra can be a good pokemon having a grass and ground type.

I see you left the Kanto and Johto starters out of the poll. Out of the 6 you did include, Treecko is definitely my favorite. I thought it looked the best out of the three when I started my first Gen III game. It was the first Pokémon I got when I got back to liking Pokémon.
