I am new and I was wondering how you buy the games (and toons) rather than just playing (watching) them. I want this so that I can play the games when I want without having to wait for more Viz

Whenever you play a new game, it's like "buying" it(you give a few Viz at the first time you play it, but after that you can play as many times as you wish with this game). I think it's the same for toons too.
You can buy the "laptop" from the item shop(costs 25,000viz), with it you can play every game you want, and watch every toon you want. (if you don't like posting, you can donate money 25,000 Viz for $25)
