Charizard would win because its a Fire/Flying type which is a large advantage over a Grass/Poison type like Venusaur. It's also a fact that Charizard has a higher speed stat which gives Venusaur a disadvantage. If Venusaur is able to go first it can use sleep powder and if you taught it Sludge Bomb then that would compensate for it's flaws then Venusaur would possibly win.
