Both are very persistent and both have robot/reploid underlings to slow down Megaman and/or X so both are a massive pain in the back end. Who knows maybe Wily infected Sigma with a nasty virus during the Zero vs Sigma fight, I mean Sigma was created by Dr.Cain and was responsible for awakening X. I doubt Dr.Cain would sabotage his own robot and all then help X and Zero take him out.
