What are you trying to do? Is this about a specific file or just in general?
Here's some general information.

You cant open a file without downloading it.
When you click open on a file on the internet rather then save it still downloads the file to your pc.
The only way a file causes a virus on the pc is if the file contains a virus in it, so it doesnt really matter if you save then open or open directly, if the file has a virus in it then it activates either way.
