assuming you mean statistically, eg. HP. it could be done, with lots of effort
with two characters eg Chara 1 and Chara 2, store their inportant values into variables, then add them together and divide by 2. Have a third Chara, who will be the result of the merge, and substitute the variables into its important values...

if you want this during battle it gets a whole lot harder, i shudder at the thought.....
