Also Xion and Kairi weren't very good fighters so they knock the other two trios down a bunch of notches. True Xion was a tough final boss but as far as a normal fighter she was terrible. Kairi never really fought at all until the end of KH2 and even then all she did was wave the keyblade around randomly.
