I think the best move up to Emerald would be Mind Reader. It garuntees a hit next turn and it plus Sheer Cold (a OHKO move) make a laughably easy two hit K.O. However only Lapras can do this.

I agree wit Flervus above me on the Mind Reader move because it can be used in various killer combos! Also, the move Earthquake, this classic move can take out a lot of pokemon bigger han you!
