Either Surf or Fly, They're both equally useful. Using Fly is the ultimate act of laziness XD

I'd have to say that I'm between Fly and Surf. Fly is pretty convenient for getting around, but Surf is one of the most powerful water attacks and is also helpful in getting around.

I like Strength because it's as powerful as any other HM and just about any Pokemon can learn it. And like Surf you have to have it, so I'd pick Strength first and Surf second (I just don't like how Surf hurts your Pokemon too in double battles though.) I only use Fly to transport myself to other cities because there are plenty of other moves (including HM's) that as as powerful or stronger than Fly and don't require 2 moves to use. So I catch a Starly or Pidgey, depending on the game, just to fly me around. I don't like to use Cut or Rock Smash because they are too weak to use once you get further into the game and being HMs you can't get rid of them for quite some time. So I usually catch a Pokemon that can use those moves, and Flash if possible, just to use them outside of battle like I do with Fly.
