i say go with torterra. sceptile looks cooler, but overall torterra is more powerful if neither is given any stat boosters. also, torterra would have the advantage over fire and electric types that sceptile just wouldn't have.

Torterra was a beast in the new games. He could learn Earthquake also so you could go against even stronger pokemon. I never liked how Skeptile looked anyway.
