Well, although I'm not very experienced at those things, I know that there are programs,
some of them doesn't require you to know the "code", some others are for more experienced users and they require you to use "code" all the time.
Personally I prefer dreamweaver, but it's not free

You can use those programs in order to create your own site.

I just searched for you, and I think I found something that maybe is useful for you, just check this

The next step(if you have made a decent site), is to find someone to host it.
I know that there are free hosting sites, but I don't want to mention anything specific here, because I don't want to advertise anybody here,lol (Just go on google and search for "free hosting sites")

Yeah, actually you can't make a real website for free

1. Because you have to register a domain.

This always costs money

2. You have to find someone to host it

This usually costs money as well

Yeah, but if you are not wanted a full website and domain, but something small, noelia's reference to http://www.webs.com is a good site for small-time hosting...

I suggested that, because I think it's easy for a starter.
At the beginning I don't think that you'll need something more. If your site has more requirements in the future, then you should have to pay some money, but adding some sponsors' advertisements(if you have any sponsors), it could really help you financially

If you know coding well you can use Blogger to make a free site. All you need to do is use CSS and learn about Z-Index and you can pretty much cover anything on there and put your stuff over it

There are tons of other places as well but this might be a good alternative.
