In the top left of the screen is a link that says "Edit Profile & Settings".
At that link is a page, and there is a bit that says "Moved!
Post background, post header and signature
have been moved to the Edit layout page."
If you click that link it will take you to the Edit Layou page.

At the moment I think all you can do is select a premade layout from the drop down box to use, but when you get to 250 posts (or if you become a trusted member before that) you will have full access to layouts and will be able to make your own, just like mine and many other peoples.
