The requirements to get into the Cerulean Cave is actually that you must have beaten the Elite 4 and completed the Sevii Islands quests up to the point where you give Celio the Sapphire Plate and create connectivity to Hoenn.
Though according to some guides you might be able to get into the cave so long as you just have the National Pokedex and the Ruby and Sapphire Plates, but I wouldnt count on that.
In any case the Ruby Plate is located on One Island and the Sapphire Plate is located on Five Island.

For the National Pokedex you need to have beaten the Elite 4 once, then go visit Professor Oak.
If you have 60 entries in your Pokedex he will give you the National Pokedex.
So get the 60 entries then go talk to him.
