I entered my profile, I can see the spot for the user picture but I can't do anything, it's just a blank spot.

Ok. Do you see up on the top left of the screen where it says "Edit Profile & Settings"? click on that. It should be in there. All you should need to do after that is click the browse button and upload a picture.
