Can't set up new controls and use the current ones on my keyboard...

When I use any system, I always try to use the current controls, but they never work for me but when I try to configure the controls, it doesn't change it when I use any letter, number, etc. It only changed the controls when I use shift, alt, ctrl, enter, or any other buttons like that, but not to letters or numbers. Can someone help tell me what's going on? Sorry to sound confusing by the way.
