I was watching a Super Mario Bros 3 cartoon then it said i have watched 72 minutes of video for today and now i have to wait 54 minuets to watch more whats with that! The videos dont seem free now. I dont want to have to pay to watch cartoons!

And it is free to watch those cartoons. Have you paid for any of them yet? Nope. Unless you count waiting for a bit before you can watch again... but I think that is a fair price to pay in order to get to watch all those cartoons and not having to pay for them.
