Indeed you do. You will need what is known as a "tile editor".
You can find several ones for Nes (I'm assuming you are wanting to use SMB Nes) at romhacking.net (click me)
There are also some tutorials on graphics hacking (click me too)

I wasn't sure what SMB game I would use, or if I would use SMW, but this site will really help. I have another question though, If I want to change the layout of the levels, what do I do? Is it a simple process or is it much more complex than changing the graphics.
