I haven't played Birth by Sleep yet, and I probably never will. I don't have a PSP. But Chain of memories is a very good game. My favorite of the KH series though is 358/2 Days. I think the panels system is awesome and it makes for funner gameplay.

Birth By Sleep is definitely better by my standards, I found the gameplay in both the GBA and PS2 versions of CoM (PS2 version sucked bad) to be a little boring and repetitive, and the story line too lax more my taste in games. Birth by Sleep, although it can get repetitive at points during the game, and it has some parts that are just plane unnecessary, but the story line was fun, it was interesting and the gameplay was fun. BBS FTW!
