right now the only people who can upload are staff members. And since the majority of members are North American we don't have plans to provide cartoons in multiple languages.

And I doubt, even if we become a site visited world wide, that we will put the time into finding and providing these cartoons in multiple languages.

I just don't see it happening personally.
