Chuck is the first Fighting type gym leader in Pokemon (don't tell the Fighting Dojo guy). He is the Gym Leader of the Cianwood City Gym, and spends most of his time training his body with his Pokemon. He is the fifth Gym Leader of the Johto Region.
Pokemon Gold, Silver, Crystal, Heart Gold, Soul Silver
After the player beats Morty and obtains the HM for Surf, they are free to explore most of the Johto Region. It's one of the rare times in Pokemon where there is kind of an open world experience. Players can choose to either head East or West of Ecruteak City, with nothing stopping them from dealing with the story on either side.
Chronologically you're expected to head West, passing through Olivine City and meeting Amphy, the lighthouse Ampharos. The medicine to cure Amphy's illness can only be found in Cianwood City, across a sea.
Once there, the player can see a Gym! Upon entering it you are greeted with the Fighting type gym. In the gen 2 games there are Strength boulders the player needs to move. In the remakes there is a waterfall the gym leader is meditating under, he will only challenge you once you block the water from falling on his head.
After the Gym Leader can finally breathe some air, he will mumble some random words and then challenge you to a battle! Chuck has a disappointingly small team for a fifth Gym Leader, only using two Pokemon. Are any of them from Johto? What a silly question, of course not!
Chuck uses a Primeape and a Poliwrath. Not any of the neat new Fighting types like Hitmontop and Heracross. Disappointing!
His strategy in battle differs slightly. In the Gen 2 games, he uses Mind Reader to get perfect accuracy, before using Dynamic Punch to deal massive damage and confuse your Pokemon. In the remakes, he uses Double Team to boost evasion or Hypnosis to put your Pokemon to sleep, making it hard to hit him. He then charges a Focus Punch, dealing massive damage if you fail to deal damage to him due to missing or being asleep.
Once defeated he hands players the Storm Badge.
As Chuck is a busy man with training, his wife will give you his Pokegear number in the Post Game. Calling him at certain days of the week makes him appear in the Saffron City Fighting Dojo, ready for a rematch. Using a full team of 6 this time, he includes Fighting types like Breloom, Medicham, and the Hitmons.

Chuck returns among his fellow Gym Leaders for the Pokemon World Tournament. He can be fought in the Johto Leaders and Type Experts challenges, with some new additions such as Machamp and Conkeldurr.

Chuck is another uninvolved Gym Leader. He plays absolutely no role in the story of the Johto games, and his gym team is a joke. It's a shame too, as I quite like his actual personality. I'm not sure what story point would have been good to include him in, as Cianwood City is so secluded in the middle of the sea. Perhaps they could have added some Team Rocket + Whirlpool Islands event that he helps you with?
