Well, it depends on what kind of Pokemons you have. Like if you have water pokemons, a grass or lightning Gym Leader would be very difficult.

Um...probably Brawly or Norman. I had trouble with the first few becasue I hadn't caught enought Pokemon. I didn't have trouble with Wattson because the electric attacks didn't hurt Marshtomp. Also Ralts was a better oponent for Brawly, but I did not know then.

But now, it almost always took me three or four tries to beat Winona and that Altaria.

I didn't have any problems with none of the gym leaders.
But I've lost once at broke's gym in yellow version, because my strongest pokemon was picachu and it hadn't any chance against rock type pokemon

I'd say Candice at Snowpoint City. Why? Because I for one chose Turtwig as my starter, so by the time I faced her I only had Torterra,Togekiss,Luxio(very weak though),Steelix, and Riolu. I managed to get rid of all her other Pokemon. But, when it came down to her Frosslass...let's just say Blizzard froze my Torterra and that was the end of it. Therefore, I believe Candice is the hardest gym leader.
