In my opinion it is both.

For me, I tend to try to get the Kirby closest to the tube/drop. I tend to go for the small Kirby's first these are easier and usually put near the drop tube. That way in case I miss the bigger Kirby I still get something and a 1-up.

Now, getting the bigger Kirby's if the game is being nice to you. The ones near the drop tube can usually be easily got. However, if the bigger Kirby away from the drop tube. Then it is luck getting one. I have thought I was doing good only for it drop out of the crane. Other times I thought I did not get the crane rapidly positioned only to actually get it.
