So I was able to beat or finish 100% on some games I played. But I was wondering how to make a review on here. Do I need to have a higher rank than I have right now, or can I make one right now?

The easiest way is go to the gamepage and scroll till you see the reviews. At the top of the reviews section there should be an option to review the game you are viewing.

As far as I am aware there is no restrictions on rank but I could be wrong.
