Please, don't use all caps like that, in the title or the post. That gets very annoying.
It depends on whether you want the Old rod, the Good Rod, or the Super Rod.
In Emerald:
The Old Rod can be obtained from a fisherman near Dewford's gym.
The Good Rod is found on Route 118 (once again given to you by a fisherman)
The Super Rod is found in a house by Mossdeep Space Center.
